Community-Based Development Organizations in Tennessee

Community-based development organizations play a big role in improving neighborhoods and expanding economic opportunity across Tennessee. These organizations are mission-driven and focused on serving low- and moderate-income communities by taking local development challenges head-on. Tennessee law recognizes community-based organizations under the Development District Act of 1965 (Title 13, Chapter 14).

These groups often work on things like planning, housing, workforce development, and small, community-focused economic projects that respond to real needs on the ground. Many community-based organizations are involved early in the redevelopment process. They help shape the overall vision for a project, bring the right stakeholders to the table, and make sure community priorities are considered before funding or construction begins.

River & Main will work alongside community-based organizations at these early stages. We will provide planning support, feasibility analysis, and technical assistance to help turn local ideas into clear, realistic development plans that can move forward.
